1.         PHILOSOPHY & MISSION

            FCCJ Mission Statement:

            We are dedicated to meaningful learning and excellent teaching, enabling individuals to achieve their hopes, dreams and full potential, and to being a leading partner in creating a dynamic, prosperous community of enlightened leaders and thoughtful, effective, global citizens.

Distance education is an integral part of FCCJ and Open Campus that promotes student success through innovation and technology.  Begun in 1980 with two telecourses on educational access cable television, FCCJ now offers 35 college credit telecourses on cable television and videocassette.

The policies and procedures in this manual are based upon certain assumptions:

•      On-campus, traditional courses do not meet the needs of all students.  Some people, due to work schedules, family commitments, etc., are better served by alternative approaches.

•      Faculty members are essential to the success of distance learning at FCCJ.  Faculty bear responsibility for the academic quality of the distance learning experience, and function as facilitators, coaches, and tutors for distance learners.

•      Distance education at FCCJ is student-centered and student-focused.  All policies and procedures are designed to meet student needs and promote student success.

•      Distance learning courses are not an “easy way out” for faculty.  In a traditional classroom-based course, faculty provide 150 minutes per week of in-class teaching.  In distance education, faculty should devote those 150 minutes per week to student interaction.  Faculty must be willing and able to communicate with students via telephone, e-mail, letters and/or personal conference.

•      Distance learning courses are not "an easy way out” for students.  Course requirements for distance education courses are designed to be the equivalent of the same course taught on campus, and students must be motivated and organized to complete these courses independently and successfully.


2.         FACULTY RESPONSIBILITIES

A.        BEFORE THE TERM BEGINS

1.         View the videotapes, if teaching a telecourse.

·        Become familiar enough with the videotaped course content to answer student questions.

·        The Distance Learning Office (DLO) will furnish you with a set of VHS 1/2" videotapes for your reference before and during the course.

·        These tapes must be returned to the DLO when you are no longer teaching the telecourse.

·        Using these tapes in the classroom with your on-campus students is strictly prohibited as it violates the contractual agreement between FCCJ and the video distributor.

2.         Review other telecourse materials.

·        The DLO may be able to provide you with a course-specific faculty manual, test bank, instructor's textbook, student textbook, student telecourse study guide, and other related materials available from the telecourse producer.

·        Telecourse faculty manuals and test banks must be returned to the DLO when you are no longer teaching the telecourse.

3.         Schedule an orientation session, including date, time, & location.

·        This orientation at the start of the term is required.

·        Schedule the orientation before the drop/add deadline and before the “AW” (Administrative Withdrawal) deadline, to allow students the opportunity to switch to an on-campus course or an online if they realize telecourses are not for them.

·        Schedule the orientation at times convenient for your students, who are likely to be working during regular business hours.

·        Reserve a room for each orientation session.

·        Complete the Instructor Contact Information form for the DLO office and submit by the deadline.  This information is published in the Distance Learning section of the Credit Schedule booklet and on the DLO web page.

·        Organize the content of the session to include, at a minimum, syllabus review, course & homework requirements, testing & grading information, cable TV schedule, and Q & A.

·        Consider how to accommodate a student who may live outside of the FCCJ service area (ie. South Florida, another state, another country).

4.         Prepare the syllabus and submit by the stated deadline.

·        Each course in the college curriculum has an approved and official course outline on file in the Curriculum Services Office.  All faculty are required to teach each course in accordance with this outline. 

·        The DLO sends each faculty member a packet of information to assist in designing the syllabus.  This packet includes a syllabus template, a copy of a syllabus from a previous term, book order forms, alternate test site dates, and a week-by-week schedule listing important dates during the term and times/days of airing each telelesson and repeat.

·        The final syllabus must include, at a minimum, contact information, telelesson schedule, orientation and testing schedule, textbook information, study guide and homework assignments, and any other information deemed necessary by the faculty member.

·        Be sure to clearly state how and when your students may contact you on the telephone or via email with questions.

·        The final draft of the syllabus may be given to the DLO in an email attachment.

·        Please make every effort to meet the syllabus submission deadline established by the DLO.  The deadline may seem early, but it is not an arbitrarily chosen date.  With over 90 telecourse sections and 100 online courses each term the DLO needs to receive the syllabus draft about two months prior to the start of registration in order to complete the processing, duplication and distribution of your syllabi to students before the term begins.

5.         Order textbooks

·        Complete the textbook order forms supplied by the DLO, and return to the DLO by the deadline.  The DLO will submit the bookorder to all of the campus bookstores, in order to ensure that the course textbooks are available at each campus during registration.

·        Your bookorder is very important.  If you are not certain of what textbooks you would like to order for your course, please let us know.  In order to ensure smooth, timely processing of book orders and avoid some confusion and frustration for your students, please do not change your book order after you submit the form to our office.

·           As you know, we send your book order form to all of the campus bookstores and the College Book Rack.  The bookstores buy back used textbooks from students based on what texts you are using in the following term.  So as soon as the bookstore sees your order form, they will make a decision on buy-backs for the current term.  The bookstore will also process your book order with the publisher, and students begin buying the books soon after registration begins.  So if your department is considering changing the standard text for a specific course that you happen to be teaching via Distance Learning, please let us know.

·        Telecourses are professionally designed and produced instructional packages, with many of them including a recommended student textbook and telecourse study guide.  The recommended textbook is usually a standard college text.  The telecourse study guide integrates the recommended textbook and video components, and can be a valuable tool for students.  If you choose a textbook other than the one recommended, you may not be able to use the study guide either and may have to produce a longer syllabus to replace the study guide also.

·        Try not to require more than two books for your course.  Your students may be on a tight budget.

·        If you have "required" and "optional" textbooks, clearly differentiate between them.

6.         Schedule testing

·        Telecourse instructors are required to administer their own tests - at least one testing session per test.  While the DLO hires test proctors to staff the alternate test sites, this does not replace instructor testing.  Many students prefer to take their tests solely with their instructors.

·        DLO Alternate Site Testing is not available during holiday weeks (ie. Veteran’s Day, Thanksgiving, etc.)

·        Determine the number of written tests and schedule the instructor date, time and location for each test during the term.

·        Reserve a room on your campus for each test you will administer during the term.

·        Some faculty members have successfully used take-home exams or written assignments in lieu of on-campus testing.  If you do not require on-campus tests, clearly state this in your syllabus and your Instructor Contact Form.

·        Consider how to accommodate a student who may live outside of the FCCJ service area (ie. South Florida, another state, another country).  Contact the DLO for more information about possible accommodations.

B.        DURING THE TERM

1.         Hold the orientation session.

2.         Communicate regularly with your students.

·        Be available.  Keep the regular telephone hours published in your syllabus.  You'd spend 150 minutes each week if you were teaching this course in the classroom.  Use those 150 minutes to interact with your students each week.

·        Return telephone calls promptly.  Telephone tag may seem a nuisance but all telephone calls do need to be returned.  If you are using the college voice-mail system or an answering machine at home, change your message to include a request that all distance learners leave a name, number, and best time to call.

·        Give students your fax number and email address.  These may be convenient ways for some students to contact you. (If you are a full-time FCCJ employee and your FCCJ profs ID is abcdef, then your email address is abcdef@fccj.org)

·        Be proactive.  Contact students who haven't attended the orientation, called you or taken a test.  Sometimes a show of concern from an instructor is all it takes to motivate a distance learner.  The DLO provides class rosters for distance learning courses.  At your request, the DLO office will provide you with a supply of “Student Success Postcards.”

·        Be a patient and active listener.  Students may have difficulty explaining their problems on the telephone, or may be embarrassed asking a question of an instructor they haven't met.

·        Research has shown that faculty interaction with distance learners promotes course completion and student success.  Stay in touch with your students.

·        Mail reminders, miscellaneous course information, syllabus changes to your students and the DLO using the mailing labels provided by the DLO.

·        Contact the DLO if you are receiving telephone calls or assignments from students not on your class roster.  The DLO can verify registered students and assist students with enrollment problems.  Please don't allow students who are not properly registered in your course to take tests or submit assignments.

·        Give your students the same advantages in the distance learning courses as those in the on-campus courses (i.e. practice tests, study tips, etc.).

3.         Stay in touch with the DLO.

·        Call the DLO with any problems, questions, or good ideas concerning your course.

·        Keep the DLO informed if you become ill or are out of town and a contingency plan for student calls and questions in your absence.

·        Always let the DLO know about any irregularities during your testing sessions.  Since you will probably be giving your tests before the alternate sites, the DLO appreciates knowing potential problems in advance.

·        Refer all accommodation requests from students with disability to the DLO.  The DLO can act as your liaison with Disabled Student Services to ensure that students with disabilities receive appropriate services and accommodations.

·        Consult with the DLO before deviating from your syllabus.  Your students will contact the DLO - trust us! we know this from experience - if you don't follow your syllabus.  The DLO can help you clarify or explain any necessary changes.

4.         Prepare test materials.

•      Design and develop testing materials.  Most faculty members require 3-4 written tests per course.  Try to test information from the text, study guide, videos and any other course components required in your syllabus.

•      Ensure that your tests are word-processed, proofed for typos, duplicated and delivered to the DLO by stated deadlines.  Remember that the DLO will administer over 7,000 tests in over 90 classes in any given term!  Your cooperation in meeting deadlines makes this system of alternate testing work more smoothly.

•      Provide the DLO with the names of students expected to take the test at each site.  The DLO sends both tests and student names to the appropriate alternate sites.

5.         Provide feedback to your students.

            •Grade all tests and return test results to students within 10 working days of test date.

·        Grade/review all assignments and send prompt feedback to students. -

·        The DLO provides faculty with sets of student mailing labels to facilitate the mailing of test results and assignments to students.

6.         Maintain accurate records.

Keep track of your contact with students as well as test and assignment grades.

7.         Assign final grades

      The DLO provides faculty with final grade sheets for all distance learning courses.

•      Full-time faculty may return completed grade sheets to any campus enrollment services office.  Adjunct faculty should return them to the DLO.

•      Remember that if your grades are submitted late, all of your students will receive an "I" grade.  If this happens, it is the responsibility of the instructor - not the DLO - to complete a grade change form for each student as soon as possible.

•      "AW" grades must be assigned for a distance learning course if the student did not attend orientation or contact you before the end of the second week of class.

·        “IW” grades can be implemented by an instructor if the specific Standards of Progress are spelled out in the syllabus.

C.        AFTER THE TERM ENDS

1          Return videotapes and materials.

If you are not teaching the same course next term, please return any videotapes, telecourse faculty manuals, and telecourse vendor test banks that the DLO provided you.  The next faculty member teaching this course will need these materials.  Budgetary constraints and license agreements necessitate this arrangement.

2.         Student appeals and grade changes

      Be prepared to respond to any student appeals.  All student appeals related to distance learning courses are handled at Open Campus rather than the home campus of the faculty member.

•      If you awarded an "I" grade, it is your responsibility to grade any student assignments submitted to you after the end of the term and change the grade.

3.       DISTANCE LEARNING OFFICE RESPONSIBILITIES

A.        BEFORE THE TERM BEGINS

1.         Scheduling Courses and Assignment of Faculty

      Determine which distance learning courses will be offered each term based upon telecourse availability, past enrollment history, and anticipated student demand.

•      Determine how many sections of each distance learning course will be offered each term.

•      Develop the telecast schedule for cable television, including all initial and repeat telelessons.  Once the cable television schedule has been finalized by the DLO in cooperation with the Open Campus TV Production staff, no changes may be made to this schedule.

•      Determine which faculty will teach distance learning courses in consultation with campus deans and/or department chairs and program managers.

•      Encode all distance learning courses and initiate any changes to encoding.

2.         Marketing and Publicity

·      Advertise all distance learning courses.  Distance learning courses are prominently advertised in the FCCJ schedule of classes each term.  The last section of the Credit Schedule booklet are reserved for Distance Learning.

·      Update the Distance Learning web page each term.  Update course listings in other web-based sites, such as the Florida Community College Distance Learning Consortium and the Southern Regional Electronic Board.

·      Coordinate all marketing activities.  The DLO has sole responsibility for marketing and promoting distance learning, and acts as the point of contact with the FCCJ Marketing Department on all publicity.

·      Contact the DLO with any ideas that will help us market and publicize distance learning opportunities.

3          Textbook Orders & Course Materials

      Coordinate all textbook orders.  The DLO will provide faculty with textbook order forms, which should be completed and returned to the DLO by the established deadline.

•      Provide faculty with copies of the textbook and telecourse study guide.

•      Order all supplementary materials for faculty.  Telecourse producers often have telecourse faculty manuals, test banks and other course-related materials for faculty use.  If available, the DLO routinely orders such materials for faculty use.

•      Research text availability.  The DLO is in regular contact with most publishers, and can investigate textbook availability upon faculty request.

4.       Videotape Acquisition & Distribution

·      Provide faculty with a set of VHS 1/2" telecourse videotapes for use in designing and teaching the course.  These tapes must be returned to the DLO at the end of the course if the instructor is not teaching the course the next term.

·      The DLO does not provide telecourse videotapes to faculty for use in the classroom-based courses, and does not provide any tape duplication services other than the above.

      Provide a set of telecourse videotapes to each FCCJ LRC.  Each telecourse is available on videotape at each FCCJ LRC for student use in the LRC.  Students may not check out these videotapes for home use, and faculty may not remove these tapes from the LRC for use in their classroom-based courses.

•      Obtain a master set of master videotapes for cablecasting and use by the Open Campus TV Productions staff.

5.         Syllabi Duplication & Distribution

      Send a course packet to faculty.  This packet includes textbook order forms, syllabus template, airing schedule, syllabus from previous term, week-by-week schedule with important college dates, and alternate testing schedule.

•      Determine deadlines for the submission of the syllabus and faculty welcome letter.  This date - usually four to six weeks prior to the start of registration - may seem early but is a necessity.  The DLO is student-focused and plans to begin mailing

       syllabi as soon as students have registered and paid for their courses.

•      Review course syllabi for consistency and accuracy, proof for typos and errors, and add "boilerplate" college information.

·        Return the final syllabus to faculty for final review and approval.  Duplicate syllabus and prepare course packets for mailing to students.  Obtain mailing labels for all students who have registered and paid for a distance learning course.  These labels are obtained on a regularly scheduled basis throughout registration.

·        Mail course packets via first-class mail to all telecourse students.

6.        Registration and other general questions

·        The DLO coordinates the override requests from students seeking enrollment in a distance learning course that is already full to capacity.  We work with each instructor to determine if a student should receive an override into a full class.

·        The DLO responds to student phone calls and emails about registration, how telecourses work, overrides, textbooks, orientation meetings, testing, etc.

B.         DURING THE TERM

I           Faculty & Student Support

·        Maintain office hours Monday - Friday, 8 a.m. - 5 p.m.

·        Be available via phone, fax, e-mail and TDD.

·        Provide distance learning course information, updates, and changes on cable television, as well as via a 24-hour telephone hotline (633-8309).  The DLO always advertises upcoming orientation and testing dates, and changes to the telecourse airing schedule.  Requests for other ads on cable television should be submitted to the DLO.

·        Provide faculty support.  The DLO is proud of its well-deserved reputation of consistently providing prompt, courteous and professional support to faculty and students.  Any requests, concerns or questions about distance learning courses or students should be directed to the DLO staff.

·        Act as a clearinghouse for student questions.  The DLO refers all student questions regarding academic content, course requirements, and grading to the appropriate faculty member, and does not attempt to address instructional or academic content questions.  All other student questions regarding college policies and services are either answered by the DLO staff or referred to the appropriate FCCJ office.

2.         Class Rosters, Student Mailing Labels & Grade Sheets

      Provide class rosters to faculty.  All distance learning class rosters are distributed through the DLO, including temporary and permanent rosters.  Remember that registration for telecourses is heaviest at the end of the registration period, and that many of your students may not appear on the initial class rosters.  Contact the DLO for any discrepancies.

•      Provide student mailing labels to faculty.  At the end of the drop/add period, the DLO sends each faculty 10 sets of student mailing labels.  These labels may be used to return test results, feedback on assignments, courses reminders and updates.

•      Provide final grade sheets to faculty.  Full-time faculty may submit completed grade sheets to any FCCJ campus enrollment services office.  Adjunct faculty should return grades to the DLO.

3.         Testing at Alternate Sites

      Design a testing schedule at alternate test sites to supplement instructor testing.  Alternate testing does not replace the testing sessions conducted by the instructor.

•      Provide alternate test site information to faculty.  At the present time, alternate site testing is conducted during the same week the instructor is giving the test.

·         Alternate test sites include:

·         NAS Jax:  Wednesday; 8:00 – 11:00 am

·         North Campus:  Wednesday; 6:00 – 9:00 pm

·         NS Mayport:  Thursday; 10:00 am – 1:00 pm

·         Betty P. Cook Center:  Thursday; 6:00 – 8:00 pm

·         FCCJ Open Campus Deerwood Center:  Friday; 5:00 – 8:00 pm

·      Kent Campus:  Saturday; 9:00 am – 12:00 noon

•      Schedule and train test proctors for each alternate site.  Test proctors are held accountable for ensuring test security and implementing stringent testing policies and procedures.

•      Receive test materials from instructors and distribute to appropriate alternate sites along with lists of students expected to take the tests at each site.

·           Collate completed tests after proctor returns from alternate testing site.  Send tests 

              to the instructor for grading and mailing back to students.  Contact instructor if     

              proctor experienced problems or noted individual concerns from students.

4.         Student Surveys

      Survey all students who withdraw each term.  The purpose of this brief one-page survey is to determine why students withdraw from distance learning courses and what improvements the DLO could make to prevent these withdrawals and encourage student completion of the course.  The student withdrawal survey is mailed after the college's official withdrawal deadline.

•      Survey all students who are enrolled in distance learning courses taught by an adjunct instructor.  The purpose of this survey is to collect data on the reasons students enroll in distance learning, and obtain student feedback on services and instruction.  Program changes and improvements take these survey responses into account.  End of term surveys are administered via the mail.

5.       Technical Delivery & Support

      Act as liaison with Open Campus TV Production.

•      Coordinate special repeat airings of telelessons that did not initially air due to technical difficulties.

6.         Planning for Next Term

Begin planning for the next term.  The DLO is always planning for the next term and completing all the tasks outline above in Section 5A "Before the Term Begins."

C.        AFTER THE TERM

I -        Student Survey Analysis

Analyze results of student withdrawal and end-of-term surveys.  The DLO uses the results of these surveys in continuous improvement planning.

2.         Return of Faculty Materials

Collect videotapes and other course materials from faculty who are not teaching the same telecourse next term.

4.         GENERAL POLICIES & PROCEDURES

1.         Faculty Assignments, Teaching Load & Compensation

•      Campus deans and department chairs/program managers are consulted in determining who will teach each telecourse in order to coordinate faculty load and avoid teaching loads over approved limits.

•      There is no compensation difference between telecourses and classroom-based courses.  The only difference is the size of the class.

•      Adjunct faculty are assigned by the DLO to telecourses when full-time faculty are unavailable.

2.         Class Size and Cancellation

•      Telecourses are usually allocated according to the Gordon Rule writing requirements. 

·        Class size of 30: ENC1101, ENC1102, SPC2600

·        Class size of 45: AMH 2010, AMH 2020, HUM 2211, REL 2300, POS 2041, MAT 0024

·        Class size of 60: All other telecourses

• Telecourse classes with fewer than 10 students are usually canceled or consolidated with another section of the same telecourse.  Exceptions to this policy are made on a case by case basis in consultation with the appropriate functional dean.

3.         Telecourse Licensing

The DLO is responsible for negotiating appropriate telecourse license agreements and is the point of contact for FCCJ telecourse contracts.

4.         Approval Process for New Courses

      Obtain preview materials.  The DLO requests preview copies of the video lessons, textbooks, study guide, faculty manual, brochures and any other materials related to the proposed course.

•      Approval of technical quality.  The Open Campus TV Production staff review the video components against technical airing standards.  Telelessons not meeting these standards are not considered further.

•      Review of academic discipline.  A committee of discipline faculty review the preview materials to make an initial determination to determine if the course meets the FCCJ discipline curriculum guidelines.  Courses that satisfy general education requirements are more likely to be considered for further review.

      Review of course content.  The functional dean for the appropriate academic discipline reviews the preview materials and recommends faculty to review the course materials in more depth.  Faculty then recommend that telecourse as a good basis upon which to offer an FCCJ course.  Courses that do not receive a positive faculty evaluation are not considered further.

•      Final approval.  Courses that have received and completed this process with positive recommendations from all concerned may be offered as an Open Campus distance learning course.

5.         Production of New Courses

      Telecourses: Since telecourse production is a lengthy process involving personnel, equipment, time and money, the decision to produce a new telecourse at FCCJ is made thoughtfully and carefully.  Faculty with ideas for another FCCJ telecourse production are encouraged to contact the Director of TV Production.

•      On-line courses: Faculty interested in teaching an on-line course, contact the Open Campus Dean of Instruction and the DLO.

YOUR RESPONSE TO OUR OFFICE:

v     Please write legibly and clearly on all paperwork.  Unfortunately, we will have to send course outlines back to you if we cannot read or understand your notes, or if it is incomplete.  Please do NOT use “post-it-notes” to indicate changes.  Please write in red or other brightly colored ink.  Please ensure you submit complete, legible work in order to allow us to send out course outlines in a timely manner.

v     We would like to begin sending telecourse faculty information updates and forms through email as much as possible.  Please send Lynne (lcrosby@fccj.org) an email if you are willing to receive all information through email from now on (except for mailing labels, class rolls, and final grade sheets).  This is in an effort to save time, paper, and supply expense.

v     Please use the attached new Planning Calendar to keep you on track for preparing for Fall.

v     If you are including the Instructor Withdrawal (“IW”) option in your course, please specify the Standards of Progress and a deadline date of 15% of your course (you need to determine what the 15% of your course is), and you must notify instructors in writing if you ‘implement’ the IW for one of your students.

BOOKORDERS:

v     Book orders can not be changed after you have submitted the book order to our office.  Please refer to the cover letter that accompanied your bookorder form.

ORIENTATION AND TESTING:

C.  ORIENTATION MEETING - MANDATORY

There is only one on-campus meeting for ‘Course Number here” telecourse students to meet your professor and your fellow students.  We will discuss any concerns you may have about course requirements.  Attend the following meeting:

"IW" Grades - "Standards of Progress"

Instructors of telecourses or online courses may officially withdraw students who have not met the instructor's standards of progress by Monday, February 7, 2000.

                        Students must have done the following by February 7:

·         Completed a Test Location Form and mailed it to the instructor (due 1/11/00);

·         Attended orientation as scheduled in this syllabus.

It is strongly recommended that you attend this meeting.  Past experience indicates students who do not attend DO have difficulties in the course.  Students will have an opportunity at this meeting to exchange information with other students and to form study groups.

F.  STATE MANDATED TUITION CHANGES

Beginning Fall semester, 1997, according to guidelines established by Florida HB 1545, all students may enroll in a specific college credit course only twice at a regular tuition rate.  If the first two attempts are unsuccessful (all grades will count as an attempt, including audit, IW, AW, W, NP, F, and D), the third time a student enrolls in the course he/she must pay full cost of instruction.  This cost is equivalent to the out-of-state tuition rate, approximately four times the cost of regular tuition or $182.55 per semester hour (cost as of 7/10/00).  Only “drops” submitted by the advertised deadline date (during the first week of a term) will not count as being enrolled.

K.  TESTING INFORMATION

Timing

¨                   You will not be allowed to begin a test any later than 30 minutes prior to the close of testing.

¨                   Testing ends promptly at the time advertised.

¨                   No scrap paper/blue books – if necessary, they will be provided.  Used or unused scrap paper must be turned in before you leave the testing area.

¨                   If you don’t have base access, stop at the base gate on the test date to get a pass. Be sure to have your Driver’s License, vehicle registration, proof of insurance and fee slip available. Allow enough time.
